EUROCORES Themes selected for potential call for proposals

In 2009, the nine following EUROCORES Theme proposals were selected for further development into EUROCORES programmes.

* Evaluating the safety of human Assisted Reproduction Technologies: a multidisciplinary approach (EuroSafeART)
* Functional genomic variation in the epilepsies (EuroEPINOMICS)
* Understanding and Misunderstanding: Cognition, Communication and Culture (EuroUnderstanding)
* The Nature of Cyberbullying: Prevalence, developmental precursors, longitudinal course, and prevention and intervention strategies (EuroCYNAT)
* Bio-inspired Engineering of Sensors, Actuators and Systems (EuroBioSAS)
* Graphs in Geometry and Algorithms (EuroGIGA)
* Ecology of Plant Volatiles, from Molecules to the Globe (EuroVOL)
* European Trans-Atlantic Coral Ecosystem Study (EuroTRACES)
* Molecular Science for a Conceptual Transition from Fossil to Solar Fuels (EuroSolarFuels)

The European Science Foundation (ESF) is currently in the process of securing the financial commitments from the interested Funding Organisations for these nine programmes. Should the programmes be found viable, the call for Outline Proposals will be opened by 18 December 2009, with deadlines expected in March 2010. The research and networking activities for the selected proposals are expected to start in March 2011 and end by March 2014.

The EUROCORES (European Collaborative Research) Scheme is a unique framework offered by ESF to promote collaborative research, networking and dissemination while targeting broad and complex topics of research across all scientific domains at the European level and in a global context.
EUROCORES enables researchers to work in joint research projects with colleagues in other European countries and beyond, whilst the funding remains national.

Projects need a minimum of three partners from three different ESF countries, and usually run for 3-4 years. Funding for projects is usually in the range of € 350,000-1.5 M.

The ESF is an association of 80 member organisations (among them the UK Research Councils). It was established in 1974.

Sir Halley Stewart Trust grants

ESTIMATED CLOSE DATE - the Trust meets in June each year but the call is open and rolling.

The Trust has a Christian basis and is concerned with the development of body, mind and spirit, a just environment, and international goodwill. To this end it supports projects in religious, social, educational and medical fields. Mainly in the UK.

The Trust aims to promote and assist pioneering research activities or innovative, groundbreaking development projects with a view to making such work self-supporting. It emphasises prevention rather than alleviation of human suffering.

What do we mean by:

"innovative" : bring in novelties; make changes;

"pioneering" : to prepare road for main body; original; to open up;

"groundbreaking" : the first of its kind.

Grants are normally given in the form of a salary. The Trustees prefer to support innovative and imaginative people - often early in their research career. Applications should be submitted by those directly involved in the work--not development offices or paid fundraisers.

    * Grants are normally limited to 2 or 3 years, but are sometimes extended.

    * Applicants should be sure that any proposal fits the Trust's current priority areas.

    * Small Grants are sometimes given to projects falling within the current priority areas. These grants are awarded throughout the year.

Objectives:

1. support collaboration between higher education and/or training institutions with a view to promoting and developing joint study and/or training programmes and student/faculty mobility; and
2. improve the quality of transatlantic student mobility by promoting transparency, mutual recognition of qualifications and periods of study and training, and where appropriate, portability of credits.

Eligible partners and partnerships

Partners have to be higher education institutions or training institutions.
The minimum partnership consists of two EU institutions from different Member States and two Canadian institutions from different provinces/territories.

Eligible activities

Only activities at bachelor/masters (and not doctoral) level are eligible.
Development of innovative international curricula:
* address an important international curricular problem or challenge
* describe a specific EU-Canada educational strategy to add value to the field of study

For example, the proposal should address how the project will implement a new educational programme or improve current practice with regard to preparing students for work in an international context.
Student mobility and its organisational framework:
* All partners should be involved in sending and receiving students.
* Each project should send and receive a minimum of 20 students from both the EU and Canada (i.e. 40 students in total) during the three-year duration of the project; a higher amount of student mobility will strengthen the proposal.
* Study abroad may last between a minimum of four months (or one academic term) and a maximum of up to one academic year; it may be split between two host institutions (at least two months at each institution)
* Work or training experience as part of the study period abroad in the partner countries is also possible.
To qualify for participation in the programme: European students must be citizens of the European Union or third-country nationals who have been legal residents in the European Union for at least three years (and for purposes other than study) before the start of the outgoing mobility; they need to be enrolled in one of the participating European institutions within the consortium.
* Students studying abroad will continue to pay tuition and any other applicable fees at their home institution and host institutions are not at liberty to charge any additional fees to the students concerned.
* The cultural and linguistic preparation of students before and/or during their study period abroad must be clearly described in the application.
* Full recognition of credits for the periods of study abroad is needed

Mobility of teaching faculty and administrative staff:
Academic and administrative staff are encouraged to participate in structured exchanges and teaching assignments as part of a project. Such exchanges and assignments must be done within the consortium and be related to the project's curriculum development activities, and can take up to two months.

Timeline

The call is expected in November 2009 with a deadline in March 2010. Results should be available by mid-summer, with projects starting in the autumn.
The maximum duration of projects is 36 months.

Financial conditions

Funding for the EU side of the consortium:
Administration cost: €18,000 (flat rate) (i.e. if there are two European partners in a 3-year project, they each receive €3,000 per year for administration costs.)
Mobility grants: max. €120,000
Student mobility fellowship: €1,000 per month
Staff mobility fellowship: €1,000 per week
Both: €1,000 for travel and relocation costs
Total: max. €138,000

Award criteria

* Relevance (30%)
* Quality of project design and management arrangements (70%)
* Project innovation and methodology
* Consortium
* Mobility

In making the final selection, overall attention will be paid to supporting a diverse range of institutions, subject areas and geographic areas within the EU and Canada.

Please note that the 2010 call will support, for the first time, the implementation of dual/double or joint degree programmes (Transatlantic Degree Partnerships). No further information is available yet on these.

This is just a summary of the programme, based on the 2009 call.
